While I am unsure wether or not a NTSC-version exists, and the PAL-version forces the game to run in 50 Hz when run from disk (not even the NTSC option in the Early Startup Control helps), the game CAN be forced into NTSC with WHDLoad.
However, while the game runs just fine in all its full screen and full speed glory with the NTSC option, the status bar on top of the screen constantly jerks up and down 1 pixel while playing the game (and, also, every now and then the entire screen flickers slightly).
While I guess this is not as much of a bug as it probably is the main reason for the game being forced into PAL when playing from disk, I can not help but adressing the issue if there is the slightest chance of it being adressed.
The game simply has a better flow in 60 Hz, and feels a tad more like the arcade perfect conversion it unfortunately never really ended up like (mainly because of the 12 missing levels, a reduced visible playing area and 25 fps instead of 60).
